Criteria for the Update to the Parking Study are:

  • Assess the current parking infrastructure, including parking lots, garages, and on-street parking within the study area (both public and private).
  • Conduct occupancy studies to determine parking demand and patterns during peak and non-peak hours in all affected zones.
  • Review relevant city ordinances, policies, and regulations related to parking management.
  • Engage with stakeholders, including city officials, business owners, and residents, to understand their parking needs and concerns that need to be incorporated into the update.
  • Develop parking solutions, considering factors such as technological advancements, public transportation, and alternative modes of transportation in addition to parking regulations (metering/time zones).


City staff recognized the need for a parking study Summer 2022. The MPC Parking Study was created by data collected September 19th-to-24th. The FPCA survey is ongoing and started in early September. Several factors cause high usage of on-street parking including attendees to Forsyth Park and inadequate parking provided by businesses and institutions that were granted sizable parking reductions. 

Discussions began in October at the Victorian Neighborhood Association (VNA), which is the current neighborhood association the City states will vote on the final proposal even though the proposed area is only in the borders of the Downtown Neighborhood Association (DNA). Once a proposal is agreed upon, the neighborhood association will vote. If passed, the City Staff will survey the neighborhood residents by using a multiple of methods for the neighborhood's willingness to adopt the proposal .
